Cutoff date for CCMs to submit in writing to the TCC Chair notification of potential implementation challenges observed for another CCM in the dynamic aggregated tables from the CCFS (for consideration during TCC17)

8. Note that the CMS measure does not specify that implementation challenges can only be raised to TCC by the CCM to which the implementation challenges apply. Given this, in reviewing the aggregate tables and seeking to raise potential implementation challenges, CCMs may raise 17 consideration implementation challenges pertaining to either themselves, or other CCMs. 
9. However, in the interests of procedural fairness (and noting the difficulties associated with virtual formats), I propose that implementation challenges pertaining to other CCMs will only be considered by TCC17 where they are notified to the Chair in writing fifteen days in
advance of the meeting (by Monday 6 September). This is to allow the Secretariat to advise the CCM in question of the issue raised and provide them the opportunity to develop a response guided by points 33a-d of CMM 2019-06. This restriction will not apply to the self-identification of implementation challenges, which may be brought to TCC17’s attention during the relevant part of the CMR process.
